What are the Rules and Regulations? The Rules and Regulations explain and implement the provisions of the CC&Rs. Rules and Regulations are organized into three main categories: Architectural Guidelines, Association Rules, and Policies and Procedures. The Rules and Regulations are a part of our overall Governing Documents that, in addition to the Rules and Regulations, include the CC&Rs, Bylaws, and Articles of Incorporation. In addition to these documents, the Oakwood Lakes Community Association has implemented an Official Exterior Paint Color Palette that is to be used for repainting homes in colors other than the original colors or previously approved color scheme. The Paint Palette is documented in a book that is located in the offices of the Association's Community Manager, and use of the Paint Palette is defined in the Architectural Guidelines. Representative illustrations of the color schemes and instructions for their use are also found on the Paint Palette page. The Association Rules are created and implemented by the Board of Directors in accordance with Section 5.3 of the CC&Rs. They implement behavioral items that are mandated by the CC&Rs. The three principal documents that comprise the Association Rules are:
The Polices and Procedures are developed by the Board of Directors in accordance with the CC&Rs and Bylaws. They establish the methods used by the Association to enforce the Rules and Regulations, and to perform other activities that are mandated by the CC&Rs. Some of the Polices and Procedures also include the use of various Forms. On June 19, 2002, the Board of Directors adopted a general policy for the enforcement of rules. On September 19, 2006, with the assistance of the Association's legal counsel, the Board of Directors adopted an enforcement method that eliminated the previous policy and its associated schedule of fines in favor of a policy that would have unresolved violations turned over to the Association's legal counsel to achieve compliance. A letter announcing the new enforcement method was mailed to homeowners on May 4, 2007. The Association's Policies and Procedures include the following:
